In this interview, John Trax, who is “on loan” from the US Environmental Protection Agency to the National Rural Water Association, discusses the problems of small water systems and the USEPA's relationship to these systems. Small system inability to comply with Safe Drinking Water Act amendments and the USEPA's strategy to address compliance problems are examined.
