Decisions about whether to replace water mains are usually based on engineering judgment. Some quantitative rules for water main replacement have been developed based on a comparison of replacement costs with the costs of breaks. The formulas presented in this article represent an improvement in that they include the costs caused by leakage and inoperative valves.
