An appellate court upheld a rate increase by a city water department, despite claims by a community association that the rate increase was unlawful and discriminatory. The association claimed that it was unfair for the water department to recover the deficit caused by granting reduced rates to charities, schools, and a housing authority by increasing rates to other residential customers.
