This article discusses a legal dispute between the Shelbyville Water Commission and the Kentucky Department of Fish and Wildlife Resources over who had responsibility for reconstruction of a dam, which was built with state funds. The appellate court ruled the initial contract between the two entities contained no provision for permanent maintenance or for reconstruction of the dam.
