The author of this letter criticizes the American Water Works Association Research Foundation (AWWARF) for not considering chlorine to be a contaminant in its survey “Public Attitudes Toward Water Utilities (Journal AWWA, June 1986). James Manwaring, Executive Director of the AWWARF, responds that chlorine is not considered a harmful contaminant of the same classification as industrial solvents, lead, or pesticides and that chlorine has proven to be a beneficial additive to drinking water.
