This letter comments on an earlier article (”Full‐Cost Water Pricing,” Journal AWWA, February, 1986) and makes the point that, while privatization of water utilities can accomplish the goal of fullpricing of water, the same goal can be met through regulation of utilities under the same guidelines and procedures as an investor‐owned utility. Regulation of utilities in Wisconsin is cited as an example.
