This discussion, sponsored by the Management Division, was held on May 17, 1982, at the AWWA Annual Conference in Miami Beach, Fla. Participants agreed that the fundamental consideration in rate‐making is the cost of service. The discussion centered around methods various water utilities use to analyze the component costs that ultimately result in fair charges to all customers for water service. Participants were: Ronald D. Hardten of Black & Veatch, Engineers–Architects, Kansas City, Mo.; Elba L. Richey, vice president and secretary–treasurer of the Louisville (Ky.) Water Co.; Gary S. Saleba of Economic and Engineering Services, Bellevue, Wash.; Terry A. Scott, manager of rate administration for the Denver (Colo.) Water Department; and Charles E. Woods, retired executive director of the New Haven Water Co., now the South Central Connecticut Regional Water Authority. Robert L. Wubbena was moderator of the panel. A consultant specializing in utility management and financing, Wubbena is president of Economic and Engineering Services, Inc., Olympia, Wash., and is first trustee of the AWWA Management Division.
