Shortly after “Analysis of Water Supply Cost in the Washington (D.C.) Area” by Robert M. Clark et al appeared (JOURNAL AWWA July 1982), the United States Army Corps of Engineers, the mayor of the District of Columbia, and the governors of Maryland and Virginia signed agreements assuring the region of adequate water supply and instream flow into the next century. Regional operation of local supplies, regional sharing of the cost of reservoirs, daily scheduling of upstream releases, and other improvements in the agreement are explained. Also discussed is the technical research conducted for the agreement by the Interstate Commission on the Potomac River Basin (ICPRB).
