In an era of spiraling costs and increasing demands for higher levels of service, utility managers must examine the effectiveness and financial impact of all operating and management practices. The Tampa (Fla.) Water Department designed and implemented a systems approach to management effectiveness based on standards for both service levels and performance in order to incorporate accountability for the relationship between service provided and dollars spent.
