One method of providing funds for capital improvements to water systems is to set rate structures according to user classifications. Users who provide employment in the community are charged declining block rates, low‐income users can be charged minimum fixed rates, and those who can afford to pay for water for nonessential purposes can be charged by inclining block rates.
