This reader disagrees with the approach to division of regulatory responsibilities between state health departments and environmental agencies suggested by John Bumstead in “Viewpoint ‐ Regulations or Public Service?” (JOURNAL AWWA March 1982). It is suggested that a move back to the state and local health departments offers the most promise for a successful preventive approach, with system evaluation accomplished primarily through plan reviews and periodic sanitary surveys.
