Standards and procedures for prequalifying general contractors who are permitted to bid on construction contracts, particularly for public projects, are discussed by an official of the Colorado Contractors Association. Prequalification requirements protect both owners and contractors from the hazard of awarding contracts to low bidders regardless of their ability to perform.
