After a fire destroyed two businesses when the fire department experienced water supply and pressure problems, the owners sued the Western Pennsylvania Water Company and were awarded damages. However, a Pennsylvania appellate court ruled that the Public Utility Commission rather than the courts had jurisdiction to hear the case initially.
