Establishing a regional water management district can be difficult in any area but is especially trying in California, where a multitude of water‐related organizations vie for power. This report details how one such regional effort was initiated, noting the importance of establishing viable reasons for the organization's existence, inventorying powers and comparing them with similar organizations, and developing a good public relations program.
