A conflict in construction caused a contractor to cease operations when no change order was issued by a sewer and water district whose sewer line was being relocated, and the district won its suit for damages. The Supreme Court of Utah overturned this decision, ruling that the absence of a change order allowed the contractor to proceed outside the terms or to shut down and declare the contract breached.
