The accommodation of underground utilities in the right‐of‐ways of modern urban streets would be a routine procedure if the space available for these utilities were adequate. Unfortunately, this is not the case. Those involved in the planning, design, construction, or maintenance of utilities are aware of the increasing problems encountered under city streets.
