Because water is essential to human health and well being, Congress enacted the Safe Drinking Water Act to ensure that a high quality potable water is supplied to the public. The provisions of the act have since been translated into regulations governing a sweeping range of factors affecting water quality, from testing to treatment. How such regulation affects water utility operation was the subject of a discussion moderated by Robert Lamson, Director of Technical Services, AWWA. Participants in the discussion included Jerome Healey, Chief of the Water Supply Branch, US Environmental Protection Agency, Region 1, Boston, Mass.; David Kittredge, Assistant Director, Manchester Water Works, Manchester, N.H.; Joseph Murphy, Associate, Whitman & Howard, Inc., Wellesley, Mass; and Kenneth Stone, Chief of Sanitary Engineering, Vermont Department of Health, Burlington, Vt.
