A sustained conservation effort involves the orderly education of customers to new habits and new techniques that foster efficient use of existing capacity and becomes a factor in the calculation of capital investment in new capacity. Short‐term conservation programs are usually aimed at drastic demand reduction in customer consumption to move the utility through a drought or other crisis situation.
