Unless properly managed, open distribution reservoirs facilitate dissipation of chlorine residuals, foster growth of objectionable algae, and permit contamination by birds, animals, insects, and humans. Open finished water reservoirs represent a weak line in the protective capacity of public water supplies. The decision to install floating covers on open reservoirs is primarily an economic one, but reduced health risk is also a major concern.
