The design of water rates reflects a water utility's skill at reconciling the disparate needs of a variety of customers in a changing social, economic, and political environment. A complex range of customer classifications includes residential, commercial, and industrial users; city dwellers and suburban residents; old and new customers; wholesale and retail customers.
