While endorsing EPA's efforts to implement organics regulations, Nadar concludes that the American public can hardly greet the proposed standards with much enthusiasm since the regulations only apply to large communities, and other inconsistencies appear. But he sees them as a step in the right direction and views AWWA's stand as an intentional distortion of data.
