Water utilities should accept the responsibility for controlling cross connections beyond the stop box and water meter. However, the regulatory agency must ultimately accept the responsibility of taking the necessary legal action to abate the violation of public health regulations. The Connecticut State Health Regulation on cross connections does not clearly define the roles of the utilities and the regulatory agencies in controlling cross connections.
