The difficulty in planning for water is providing a dependable water supply at the right place at the right time. Colorado is a classic example of this difficulty with an abundance of water on the western side of the Continental Divide, and an insufficient supply on the eastern side of the mountains to supply the Denver metropolitan area where 70 percent of the state's population lives.
