The optimum rate structure depends on the criteria that are imposed in the rate‐determination process. Various rate‐structure options, such as flat charges, block rates, demand rates, and social pricing, are discussed with regard to cost of service, efficiency, equity, and feasibility. Such categories of criteria are neither absolute nor totally compatible; the selection and application of criteria for the development of a rate structure involves value judgements.
