It was midnight, Feb. 19, at Cincinnati's Ohio River plant. The Operator shut down one of two operating pumps and the Ohio River filled the entire Station. The water Utility had four days to get its flooded plant working again. Here is a running commentary on an event that wasn't supposed to happen—but did because of poor design, poor Communications, and criminatly improper workmanship.
