A survey of meter repair and maintenance practices among California and Hawaii water utilities revealed that the costs incurred in repairing meters may warrant replacing meters rather than repairing them. A checklist was developed to guide the analysis of benefits and costs, so that hidden costs of repair are not overlooked.
