The higher‐level needs of employees are too often ignored by management; the result is frequently union agitation and the presence of outsiders who cater to the employee's need for group identification. An expanded communication program and the establishment of advisory boards from all levels of employees provide ways to improve communication and enhance the employee's identification with the utility.
