Individual problems of low pressure, inadequate capacity to meet large increases in projected needs, and dispersed service area impelled the City of Dayton, the City of Vandalia, and the County of Montgomery, Ohio, to coordinate planning and construction efforts to produce a regional water‐supply system which, with some additions, will be capable of meeting projected needs for 1990. This case study of the coordination process may suggest ways to alleviate problems in similar situations around the US.
