Following is a discussion of the duality of use of the public right‐of‐way by traffic and drainage on the surface and by Utilities in the subsurface. Also discussed are the obligations of mutual coexistence, necessary because of cost of additional rights‐of‐way, and construction methods available to reduce public inconvenience.
