Many large cities have difficulty obtaining compensation for water supplied, particularly from adjacent areas. Relatively few publicly owned Systems are subject to the strict regulation imposed on investor‐owned Systems. Of 30 studied, seventeen have no representatives from outside areas, whereas eight have special boards with representatives from areas served. Thirteen are subject to State regulation.
