The social‐economic changes that occurred after World War II created an exodus from the cities of America. Suburbs grew and expanded while inner‐city areas suffered blight and decay — all of which placed demands on the distribution system of US cities. No longer can one perform stop‐gap engineering; one must plan for the future.
