A municipally owned water utility must operate under different practices than a privately owned one. Consequently, community obligations, imposed by governmental authorities, often overturn economic considerations. This article describes how the Memphis Water Div., operating solely on 1956 water‐rate revenues, has kept abreast of its obligations by improving design and construction procedures.
