The multifarious problems of rate making—often subtle or intricate or “three times removed” like cousins—though tackled by thoroughgoing cost analysis, are ultimately disposed of by local policy decisions. Community confidence in a utility depends on its sound financial programs and its good public‐relations practices. The author discusses some of these problems.
