Since it is impossible to run any utility without qualified and competent personnel, the waterworks operator should put forth a major effort to recruit and retain people of high quality. Methods for recruiting and retaining good employees were discussed on May 21, 1969, at the Annual Conference, San Diego, by G. H. Dyer, W. R. Seeger, E. W. Becker, and J. B. Gilbert.
