With the advent of a shortage of experienced pumping station operators, the city of Cleveland began to look for a method of operating pumps without tying personnel up for any appreciable amount of time. It was decided to completely automate the facilities, keeping in mind at all times the unique requirements of Cleveland's distribution system.
