Enhancement of water quality has been decreed by Congress, but is sometimes incompatible with intense consumptive use. A theoretical planning framework has been constructed, comparable to that used in flood control planning, which maximizes net economic benefits of salinity control and indicates a critical level of water quality associated with that goal.
