Vast numbers of small American communities are without basic public water and sewage services. Federal loan and grant programs have stimulated the growth of local, nonprofit projects among them; but base figures gathered in 1962 and 1963 show that the number of persons throughout the nation without these services will likely remain high for some time to come.
