This article discusses a statement containing the operating philosophy for publically owned and managed water utilities. It was formulated by a task group appointed by the AWWA Management Division and the AWWA Board of Directors. The proposed philosophy includes statements on utility autonomy, creating the proper image, authority of the water utility board or commission, financing the utility, and staff‐and‐line organization.
