This article begins by listing nine recognized principles of organization. The distinction between line and staff operating units is discussed, along with organization planning and the organization chart. The Madison (Wisconsin) Water Utility's experience with creating an organization chart is presented as an example of a block‐and‐line structure with brief job descriptions built into the chart.
