The field of water supply has been radically affected by recent technologic and sociologic upheaval. The problems of allocation, distribution, quality, ownership, and valuation of water all have up‐to‐the‐minute political and economic significance. These developments have not altered basic responsibilities; they have, however, shifted emphasis by creating new areas of concern.
