This article discusses the benefits of a good safety program and how to measure the progress of a safety program by keeping accurate records of the number and frequency of accidents involving injuries and recording the improvement in those records. The article summarizes the noticeable benefits obtained by the Water Safety Control Section of the Chicago Department of Water and Sewers through the implementation of the department's safety program.
