This article begins by summarizing the accomplishments to date of the AWWA Committee on Certification of Water Utility Personnel. The article discusses the model mandatory certification program, which combines both water and wastewater operator programs. The program was developed in two forms to satisfy the two basic philosophies of state legislatures: for those states wanting the minimum of detail in the statute and incorporating the implementing details in the regulation, a short‐form act accompanied by a long‐form regulation was prepared; for those states wanting more detail in the basic statute, a long‐form act together with a short‐form regulation was prepared. This article includes both forms.
