This article discusses how much can be done along the lines of cultivating favorable public opinion by even the smallest and least prosperous water utility. The article describes how rather impressive programs, which enhance the image of the water utility in the minds of its public, can be carried on without spending great sums of money. Various avenues are presented for focusing the public's attention on the good works of water utilities at surprisingly little cost.
