This article discusses six criterion to be analyzed when considering the interregional transfer of water. The article determines that the diversion issue has not been rationally planned and proposed by those elements initiating the transfer of water, and because of the lack of analysis of the net benefits to all concerned, the areas of origin should not agree to the interregional transfer of water. The article presents two elements that are lacking in the federal, provincial, or state agency analysis of interregional transfers: the date of technologic obsolescence; and, the technique for determining net socioeconomic benefits.
