This article discusses three major issues that combine to create a water problem in the U.S.: increased demand, faulty economics, and ineffective institutions. Reclamation projects are discussed, along with Congressional issues, a comparison of costs of other liquids, governmental limitations, and the creation of a National Water Commission.
