The objective of this article is to encourage discussion on the need and the state of the art in any area that seems appropriate for the development of a standard. The article describes AWWA's standardization procedure as restrictive in that it recognizes two types of documents, Standards and Handbooks, and suggests that standards should not be regarded only as specification documents for the purchase of equipment. The article provides several suggestions of exceptions that could be considered for standards or, perhaps more appropriately, for handbooks.
