This article discusses the important elements of a master plan for water utility systems, including considerations of service area, projected population and demands, water source and treatment, distribution system, and financial aspects of the overall plan. A master plan should be designed to supply water without interruption and at an equitable cost to the various classes of customers. The article presents the master plans of Milwaukee and Madison, Wisconsin, as good examples of some of the basic concepts of “metropolitan area” planning.
