This article discusses the growing demand for water and the increasing per capita consumption; conflicting demands on water resources; a concentration of demand in geographically limited areas; regional management, coordination, and cooperation in the use of water resources; and, a lack of comprehensive planning and management of water resources. The article examines these general observations in more specific terms related to supply and demand, demand and cost, and law and public policy.
