This article discusses establishing a “middle step,” or a transition stage between how a utility operates without collective bargaining, and the inevitable approach of union contracts at all public water utilities. The article presents the method used by the city of San Diego to establish a labor‐management advisory board in 1960 that has since proved to be very effective. The Personnel Advisory Council as the panel is termed, has generally met the needs of the groups involved.
