This report covers decisions concerning the extent of regulatory‐commission jurisdiction and methods of setting rates for water utilities, including an evaluation of rate base, allowable expenses, and rate of return. It discusses the legal issues arising in setting water rates and in water rate design, along with the problems inherent in extending and rendering water utility service. Finally, the report touches on service area boundaries, condemnation problems, and the regulatory problems of municipal water utilities.
